Savanna was the first settlement in Carroll County to have a post office as Luther Bowen was the first postmaster when it opened in 1835. The post office had several locations during the early years but found a home on Main Street in 1888 after the N. Stebler Building was erected at 305 Main Street. It stayed there until 1915 when it moved one store north to the C.L. Howe Building.
In 1917, work began on the current building as digging the basement was done with horse teams and large scoops. The Post Office was opened April 1, 1918, and the first three mailmen at the new site were Walter Bahwell, Logan Machen and Ray Moore.

A Rich History
The idea for a permanent public library in Savanna was first introduced during the winter of 1894, when Rev. L. L. Cloyd urged the community to organize a library under state law. In 1895, Savanna citizens voted 163–73 in favor of forming a library district.

The library officially opened to the public in June 1896 in a small room at the Pulford Opera House, housing just 367 volumes. By the end of its third year, the collection had grown to 1,712 volumes, quickly outgrowing its space. Board member Alice Bowen then wrote to philanthropist Andrew Carnegie seeking funds for a permanent building. However, Carnegie required at least $1,000 in annual support taxes, while Savanna was only levying $700. In response, the board expanded the library into a township library, and a referendum passed by a wide margin in April 1903, forming a new district governed by six elected trustees.

On March 21, 1905, Savanna received the exciting news that Andrew Carnegie had awarded the town $10,000 for the construction of a library building. The former Pulford homestead at 326 Third Street was purchased for $3,000 as the building site.

The construction contract was awarded to L. S. Bowen for $11,135. The cornerstone was laid on August 1, 1905, and just over a year later, on August 15, the library opened its doors to the public. Emma Bowen, who had served as librarian for the previous ten years, continued in her role, assisted by Hattie Grieve, as they cared for the library’s growing collection of 3,000 volumes.
