Utility Bills Switching to Monthly

Notice to Residents of the City of Savanna-Utility Billing Change

The City of Savanna will begin MONTHLY billing of water, sewer and refuse charges on JUNE 1.

This is a change from our practice of quarterly billing for those services.  To accomplish the change-over, in the month of May,  addresses will be billed either for three months (for those whose last bill was three months before) or for two months (for those whose last bill was two months before) or for one month (for those whose last bill was one month before). This will place everyone on the same monthly schedule.

Please plan accordingly. Monthly billing will start for everyone with bills issued JUNE 1.

City Wide Water Service Line Survey


Water Service Line Inventory and Lead Replacement.  Final Extension AND New Monthly $50 Fine.

Any occupant that has not completed a Service Line Survey OR submitted for free assistance by May 1st may be assessed a monthly $50 fine until such time they are signed up for assistance or have completed the survey.  A LINK TO THE ONLINE SURVEY is provided for anyone that wishes to review or complete the survey themselves. *When filling out the online survey, be sure to include your address AND Savanna, IL 61074 to make sure your property is recorded correctly.  PAPER COPIES of the survey remain available and can be printed online or picked up and returned completed at city hall.

The EPA has mandated that cities locate and remove ALL lead water service lines. The city is required to inventory of all water service lines by October 16, 2024 and then submit a replacement plan for lines identified as lead.  We are currently only 48% complete on our city wide inventory.  At this time, 9% of service lines have been confirmed as lead.  The cost estimate of replacement is between $1,200 and $12,000. Assistance is currently available through EPA grant dollars to help citizens replace their lead service lines at NO COST.  However, the longer we wait to apply the greater the risk of loosing this funding option.

Resident who have not completed a lead service line survey, and need help, can now sign up for assistance by signing up online SUBMIT A REQUEST / LEAD SURVEY ASSISTANCE OR by calling into Savanna City Hall at 815-273-2251 ext. 306.  Once your request for assistance is on file, a qualified plumbing specialist will schedule a date and time with you to come into your home to complete the survey for your property.  There is no cost to residents for this service. Please sign up for assistance now. If you are unsure about your property status, please call and the city can check for you.
